The Latin American Free Software Movement
The largest and most dynamic regional movement of government open source initiatives has been evolving throughout Latin America for the last 7-8 years. Governments there have given support and been supported by a phenomenal community base while progressive state policies have added to the momentum.
In several Latin American countries, all government organizations and state-owned firms are mandated to migrate to open source software. In addition, projects like Inclusão Digital ("Digital Inclusion") in Brazil have proven out the power of free software by building free software computer labs in the poorest parts of major metropolitan areas of 20 million people to the most remote parts of the Amazon, accessible to humans only by boat and accessible to the internet only by satellite.
Ryan Bagueros has been involved in this movement for almost a decade via participation in community networks as well as his company, North by South, which provides material support to free software developers in Central & South America. Ryan has just returned from Brazil where he attended an international congress of Latin American governments (CONSEGI) involved in this movement and he'll provide the latest updates about open source efforts in Brazil, Ecuador, Venezuela, Cuba, Paraguay, Argentina, Chile and Uruguay.
