Open Cities as a Service is a functional and technological platform that was developed as the ideal solution to allow the outsourcing of services, mainly for... The increasing demand for citizen services and compliance with laws, initiates a cycle of technological innovation and administrative modernization in order to improve the services that they offer to their citizens. Software as a Services is the technological alternative to share infrastructure, purchase functional service platforms on demand, and outsource Digital Public Services that are offered to citizens. Any procedure that involves the participation of different administrative units, the sharing of data and access to centralized information and application services, and that may or not involve citizen participation, can be converted into a service articulated by Open Cities.
Granada Ministerial Declaration on the European Digital Agenda: Agreed upon on 19 April 2010. EU2020 Strategy calls for the European Union to find a fast and effective road to recovery following the recent economic downturn based on smart sustainable and inclusive development. Promote data protection, network and information security and trust through concerted actions on e-authentication for consumers and businesses online, especially on e-signatures, e-ID cards, e-payments, and internet safety. Responding to this needs for eGovernment by developing more effective and efficient interoperable public services that emphasiseS open and transparent government and active participation, that promote the reuse of public sector information and thus potentially very important new user-driven service innovations, that increase the efficiency of government and lead to a measurable reduction in administrative burdens on citizen.
Integrates a wide variety of Digital Public Services as a Service (SaaS) in multi-entity settings:
* Multichannel Citizen Services that make possible to manage the information offered to citizens through different access portals and/or channels, as well as Citizen Relations Management.
* Electronic Processing services that ensure at least compliance with the law for small local entities.
* Electronic Document Archive Management Services for the entity.
* Public Geographical Information Publication Services, as specified in the European Commission’s INSPIRE initiative.
* Electronic Public Procurement Services in compliance with the new Public Procurement legislation.
* Integration with different services offered by Regional Governments, Provincial Councils, and National Governments.

The ICT sector is a crucial driver of growth and jobs in the EU economy, ICT is contributing 50% to productivity growth and a key source of innovation and new business opportunities, therefore, almost the same for the rest of the world. As actual president of USA said many times, the start of the recovery phase of an economic cycle is the most effective moment to undertake the restructuring of services and renewal of infrastructures that are needed to set the stage for long term growth.

Shared Digital Public Service Centers can be created as:
- Individual data centers.
- Virtual data centers in IaaS service providers.
- Mixed environments with an organization’s own infrastructure, which is supported on virtual Cloud infrastructure.
The solution implements the management of different models of public contract dossiers, under a complete and uniform environment, in accordance with the Electronic Access to Public Services by Citizens. Stimulates e-commerce by the promotion, and government adoption, of interoperable e-procurement, e-invoicing and e-payment systems based on open and flexible technologies. Embed innovation and cost effectiveness into eGovernment through the systematic promotion of open standards and interoperable systems, development of wide e-authentication schemes and proactive development of e-invoicing, e-procurement (and pre-commercial procurement). Increase the opportunities for ICT firms including high-tech SMEs to grow by reducing the bureaucratic barriers.
The legal and technological solution proposes a secure and reliable integration framework that promotes interoperability with services of other Public Administrations, based on an open-source model and that includes management of electronic tender dossiers. Is an initiative as part of  a policy to promote and develop technical-legal solutions for the information society.
The best open-source projects are the ones that actually amplify a standard, increasing its acceptance in the marketplace and enhancing cross-platform compatibility.
Safeguard the openness through implementing and monitoring of the new electronic communications rules on network provision. With regard to intellectual property rights, actively promote the development of European digital content markets through practical solutions to promote new business models and concrete measures to reduce market fragmentation for the reuse and access to digital content, while protecting and assuring the fair remuneration of rights holders.
Many people seem to think that open-source software offers the same advantages as open standards. Not necessarily. The most important thing about both open standards and open source is whether there is an open business and corporate community behind it.
